Markup tags displaying in Account Messages and descriptions

    A fix has been deployed, and the markup tags that were displaying in Account Messages and in course, Learning Plan, and Global Action descriptions have been resolved in all reported areas. Links within these descriptions are working normally, and learners should be able to access their content as expected.
